Formal Complaint: Constructive Termination of Multiple BSD Employees

Description of Complaint: Hostile Workplace, Mistreatment of Employees, and Unprofessional and Abusive Conduct

I am submitting this complaint as a concerned citizen regarding the conduct alleged in three formal complaints filed on November 12, 2025 by Chris Trevisiol, Amanda Looney and Karina Taylor. I learned of their complaints via a Jefferson Public News Story that aired on January 13, 2026: https://www.ijpr.org/education/2026-01-13/amid-complaints-bandon-school-board-amends-superintendent-contract-hires-private-investigator. The allegations describe a pattern of constructive termination and unprofessional and abusive behavior by the superintendent towards employees, raising serious concerns regarding workplace conditions within the district. The Bandon School Board unanimously voted to forward the complaints to a third-party investigator at the December 2025 board meeting, but then dismissed the three complaints at the March 9, 2026 board meeting on a timeline technicality. 

Such allegations should not be disregarded or minimized. The conduct described suggests a pattern of behavior that may not be an isolated incident. Failure to investigate these claims would represent a serious lapse in oversight given the potential for a hostile work environment and mistreatment of district employees. 

According to Board Policy KL, a complainant must file a complaint “within two years after the alleged violation or unlawful incident occurred, or within two years after the complainant discovered the alleged violation or unlawful incident. Having just learned of these allegations in January 2026, the date of my discovery falls within the two-year timeline outlined in Board Policy KL. I therefore respectfully submit this complaint for board consideration. I have attached the original complaints from Chris Trevisiol, Amanda Looney and Karina Taylor for your reference and review.

Request for Investigation

Given the seriousness of these allegations, I request that a thorough and independent investigation be conducted into the actions of Superintendent Shauna Schmerer against former employees Chris Trevisiol, Amanda Looney and Karina Taylor.

If substantiated, the conduct described would constitute a significant breach of professional conduct and could materially undermine the district’s mission, governance, and operational integrity. Furthermore, such behavior may rise to the level of moral turpitude detrimental to the effective operation of the district.

 

 

Suggested Resolution or Relief Sought

In order to address this matter appropriately and ensure accountability, I request the following actions:

  1. The Board immediately submits this complaint to an independent third-party investigator for investigation.

  2. The Superintendent be placed on immediate administrative leave while the investigation is undertaken to avoid potential interference with the investigative process.

I expect a prompt response confirming receipt of this complaint and outlining the steps the Board will take to ensure this matter is investigated in accordance with district policy and applicable law. As per the district’s formal complaint policy KL-AR(1), I expect the board to decide within 20 days (by 4/2/26) in open session what action, if any, is warranted, and I expect that the board will issue a final written decision regarding this complaint within 30 days (by 4/12/26) of receiving it.
